 I.  Qualifications for Employment

 A.     Education (Minimum Requirements):

Associate’s Degree in Early Childhood Education, Child Development or related field. 

B.      Employment Experience:

Minimum two-years of full time teaching experience and three years of supervisory experience; four years of supervisory experience is preferred.  Experience requirement may be waived with an advanced degree.  Both employment experience requirements must have been met in child day care setting as described in New York State Child Day Care Center Regulations, Part 418-1.13g. 

C.     Pertinent Other:

Must demonstrate the ability to successfully assist with the coordination and administration of all areas of a comprehensive early child care development program, to include curriculum development, licensing and accreditation, personnel management, budget development and administration and grant procurement and administration.  Must be able to interact positively with children, parents, staff and the College community.  Must possess good oral and written communication skills.  Proven fundraising success is preferred.   Must possess working knowledge of MS Word and MS Excel.

II.  Nature and Scope of Duties:

The position reports to the Director of the Viking Child Care Center and performs the following duties:

A. General Administration:

·         Attends FSA Board of Directors meetings and FSA staff meetings as required.

·         Attends all Child Care Center staff meetings.

·         Assists with recruitment and enrollment for all classes and programs.

B.  Fiscal Responsibilities:

·         Assists with the preparation of the annual budget. On a regular basis, reviews actual expenditures against budget and makes recommendations to Director as appropriate.

·         Assists with the preparation of grant applications and administers grant funds received.

·         Assists in the preparation of county and other agency reimbursement contracts.

·         Assists in the preparation of parent contracts.

·         May collect parent fees.  Coordinates billings and maintenance of accounts receivable with FSA Business Office. Oversees the issuance of past due notices to parents.  Takes action as appropriate to control overdue accounts.

·         Prepares and submits the parent refund list to the FSA Business Office at the end of each semester.

·         May prepare and coordinate billings of county and other agency accounts receivable with FSA Business Office.

·         May prepare reports as required for New York State Office of Children and Family Services, CACFP, counties and other state and federal agencies.

·         Assists with the maintenance of necessary records for continued participation in the Child and Adult Care Food Program (CACFP).

·         Processes invoices to FSA Business Office for payment.   

C.  Licensing and Accreditation:

·         Assists the Director and other staff to insure compliance with all New York State Office of Children and Family Services Child Day Care Center Regulations.

·         Assists with the preparation of re-licensing applications as required.

·         Maintains children’s files as required by OCFS.

·         Assists the Director and other staff to insure the compliance with all National Association of Education of Young Children curriculum standards.

·         Assists in the preparation of accreditation applications as required.

D.  Programs:

·         In coordination with the Director, reviews curriculum goals and content for Infant, Toddler and Preschool Programs and makes recommendations as appropriate.

·         In coordination with the Director assists with the scheduling of staff training as required by OCFS regulations.

·         Assists with the maintenance of the Child Care Center waiting list.

·         Supervises classrooms to insure maintenance of required staff/child ratios.

·         Arranges substitutes and works in classroom as needed.

E.  Parents Contacts:

·         Maintains positive relationships with all parents.

·         Promotes positive attitude towards student-parents’ academic achievement.

·         Promotes parents’ active involvement in Center programs and activities.

·         Acts as a liaison between parents and campus and community resources.

F.       Grant Writing and Fundraising:

·         Assists with the preparation of grant applications.

·         Assists with the preparation of grant applications to the New York State Office of Children and Family Services.

·         Assists with the investigation and solicitation of federal, state and private sector grant opportunities.

·         Prepares annual fundraising event schedule and develops materials to support fundraising efforts.

·         Publicizes fundraising events through campus and community media.

G.     Marketing:

·         Actively promotes the Center through on-campus publication and various off-campus media.

·         Develops and revises various Center publications.

·         Develops good community relationships and projects positive image of the Center.

·         Participates in college community activities and presentations.

H.     Personnel Management:

·         Serves on search committees for all Center staff.  Assists with preparation of necessary personnel paperwork for newly appointed staff for the FSA Business Office.

·         Assists in the orientation of new staff members.

·         Maintains personnel records as required by the New York State Office of Children and Family Services.

·         May review and sign all staff timesheets

·         May review and approve all Leave Requests.

·         Assists with the completion of staff evaluations.

I.        Facilities Management:

·         Assists with the maintenance of inventory records for indoor and outdoor equipment.

·         Recommends equipment replacements.

J.       Other

·         Other related duties as assigned.

III.  Hiring Requirements

·         Clearance through the Statewide Central Register of Child Abuse and Maltreatment, a crime conviction statement and required fingerprints.

 

STARTING SALARY RANGE:  $40,000-$44,000
